Japanese wildlife researchers conducted on-site inspection around Chaivo lagoon, North east Sakhalin on August 2006 to monitor the impact on wildlife by Sakhalin II project.

The report was written by Saito Keisuke, Director of Institute For Raptor Biomedicine Japan(IRBJ).IRBJ has conducted on the spot surveys of the breeding situation and behavior of Steller's Sea Eagle every summer since 2000 to 2005 in partnership with Moscow State University.
