Since these finances are not for [Project] , usage of fund is determined
by the Governmental Banks to those commercial bankers or enterprizes
without fair assessment of their contribution to the Natinal Economy.

IMF requests/evaluates Finance Sector Reform as a Government.
IMF admit repaiment coming back not from borrowers but from the
Government itself.
This means, repayment finally burden on volks and citizens

++ Who is actually rescued ??

It seems, Lenders themselves are rescued from bankruptcy by arranging
[ New Finance ] authorized by IMF and the Government. Otherwize there
might have occured big shortage of reimbursement to individual International
Finance Institution.
Majority of these rescue finances ask commertial rate interest, which means
revenue of those IFI do not influenced by [ New Finance ]

++ Big Risk for Tax Payer of Developed Countries especially Japanese !!

J-EXIM/OECF give Finances to Developing Countries funding from [ Official
Money ] namely Pension-Deposit, PTT-Deposit and National Bond.
Debt-Service ratio of these developing countries are increasing and may go
to default like some countries in Africa.
Then the burden of these Finance comes on us, Japanese citizens, Tax Payer.
These Finances are determined without People's Consensus.

not relating to Japanese Tax Payer.

Insurance means governmental export/import and overseas investment
imsurance arranged by MITI for Japanese private Banks and Companies.
