Report01: Carbon Dioxide Emission induced by Japanese ODA/OOF


CO2 Emission of [ 14149 m.ton ] is more than 10 times of Japanese domestic yearly Emission CO2 Emission [ 3249 m.ton]+[838m.ton of 1998-2000] from Power Generation Sector exceeds those of World Bank
Summary of CO2 Emission induced by Japanese ODA&OOF
- JEXIM's Finance for Coal/Oil/Gas related excavation projects is major source of CO2 emission.
Finance amount is almost double of World Bank but CO2 emission of JEXIM is
calculated on production base.
If we calculate on reserves base, on which WB applied, total emission exceeds 50 gigatons of CO2 more than those of World Bank.
OECF, compared to JEXIM, is little involved in Coal/Oil/Gas related projects.
- Total( OECF+JEXIM ) CO2 emissions from Power projects exceed those of
World Bank, if Pendings of WB are excluded.
Total Finance amount is 4 times of World Bank. which finances mainly coal fired power stations. In the contrast JEXIM finances relatively efficient but expensive power stations such as Convined Cycle.
OECF finances many hydro power stations.(no CO2 emission)
- CO2 emission induced from Japanese development assistance is [ 14,149 m.ton ],
which is more than 10 times of yearly Japanese inland CO2 emission of
[ 1,300 m.ton ] more than half of yearly World total CO2 emission.
- Finance amount-wise, JEXIM spends apprx 10% to Power projects and 17% to
resourse development projects of its total finance.
OECF spends approx. 25% to Power projects of its total finance.
- JEXIM finances most of the cases together with private banks and give guarantee to private banks.( Power project always, resourse development not so.)
There are many cases both JEXIM and World Bank finance to same project.
( We should be careful when summarizing CO2 emission )

1) CO2 unit emissions are based on IPS's figures but total CO2 emissions are
calculated by multiplying production amount for 20 years.
( IPS calculation is based on total reserve of the mine. )
2) JEXIM's biggest finance on this category is Bank Loan to China amounting
\ 700billion for 5years(92-97) to 14 inland oil-fields, 4 offshore oil-field
and 9 coal-mining. Total CO2 emission is around 4.5billion ton.
