先住民族オラン・アスリの移転問題に関する現地専門家からのレター |

先住民族の問題について調査を行っている現地専門家のコリン氏が、引き続きJBICが融資を検討しているケラウの導水事業における先住民族オラン・アスリの移転問題について、JBICにあててレターを提出しました。
コリン氏は、レターの中で、なぜこの移転問題が現地住民に知らされていなかったのか、そして、移転の決定はオラン・アスリ自身が決めることだという点を強調し、JIBCの回答にダムプロジェクト延期そのものが言及されていなかったことを指摘しています。

Dear Mr. Miwa-san,
Resettlement of the indigenous Orang Asli in the JBIC-supported Inter-state Raw Water Transfer Project in Kelau, Malaysia
Thank you for your email of 25th March wherein you assured us that,
according to the Government of Malaysia, the Orang Asli houses of
Sungai Temir will not be inundated and the people can choose either
to stay or to move from the current village to a new settlement in
Sungai Bilut.
This is certainly good news to us.
We are also confident that Orang Asli communities concerned will be
similarly happy with such a decision. But we do wonder why this decision
was not conveyed to them at all.
We take this opportunity to reiterate our willingness to assist you
or the authorities concerned in any way necessary should a visit to
the Orang Asli communities be needed to seek their views on the matter.
We note, however, that while the resettlement of the Orang Asli is
now a matter for the Orang Asli to decide for themselves, your letter
does not suggest that the dam project is itself being shelved.
If so, we ask you to consider once again, the objections and views
of the various environmental groups against the construction of the
dam.
