Related to the project monitoring in the Philippines, it is crucial to take up the issue of nation-wide human rights violations, as well as the environmental and social problems caused by projects. A spate of extra-judicial killings has occurred under the Arroyo regime, resulting in the local people keeping silent, which has had a huge impact on their freedom of expression. Among the cases reported was what happened to the local peasant leader of those opposing the San Roque Dam, who was shot dead on May 16, 2006. Together with other Japanese NGOs and the Philippine NGOs, FoE Japan has been working on this issue and urged the Japanese government, in several letters and meetings, not to provide future loans to the Philippines. We also made efforts to draw the attention of legislators to this issue of politically-motivated killings, which led the multi-stakeholder meeting in Japan in October 2006, and a series of interpellations during Diet sessions in 2006 and 2007. As a result, the Japanese government issued official statements to the government of the Philippines, in December 2006 and May 2007, expressing its deep concern regarding political killings in the Philippines.
